ASCAP is in essence owned by music writers/publishers while BMI is owned by the broadcast industry. For free/smaller scale events, the fee is typically a lot lower - not sure why your Farmers' Market was so high. I know for a few years, both were getting more aggressive in monitoring public performance of licensed music.
