I too thought you were talking guns! Unfortunately, my understanding is open carry is legal whether you like it or not (so the point is moot!)

There are basically two types of alcohol related licensing vehicles offered by OLCC:
Beer Garden (fenced) OR
Walk Around ( or in KF open carry!)
Neither would be a council issue
You would need a signature from the jurisdiction (usually the Police chief) prior to submission to the OLCC
The form is here:
http://www.oregon.gov/olcc/docs/liquor_license_and_license_process/tsl_application_form.pdf

As a professional events person I can share these thoughts.
1. Whatever you do (fenced or not) make sure to include minors within the area
2. Walk arounds are sometimes not allowed based on bars & restaurants that want to activate their sidewalks (thus creating opportunity for consumption along the way) -Mississippi street fair in Portland has 17 licensees on that day - so the street gets closed
and the main stage is activated by a family friendly space that allows the association to capture revenue without competing with neighboring restaurants, bars, etc...
3. Food must be "available" which is term that sometimes is interpreted in different ways. (Hard Liquor- vs Beer/ Wine has stepped up food requirements.
4. Walk arounds usually increase sales
5. If you have state registry nonprofit status - this can open the door for donated product that can be in turn be a significant revenue stream!
6. Consider Bridget Bayer's book (BAM) book on Street festivals
http://bampdx.com/
7. Creating a festival where you can walk freely down the street with alcohol will require more controls, security, stakeholder buy in but is in fact very achievable
Hello All, We are considering going to our City Council to ask for an “Open Carry” permit for our downtown festival. Have any of your communities done this? Has it been a good experience? If you have, would you mind if I visited with you by phone about
it?

Thank you, Kendall Bell
