We simply had our Planning Department send a letter to the building owners stating that there were signs for businesses on their buildings that had moved or no longer existed (some of them were 5+ years old!), and that this was prohibited by our municipal code (signs are to be removed within 90 days of a business closing its doors). We told them they had 30 days to take the signs down or we would send our Public Works crew out to remove the signs and lien their property for the cost of the removal.

A couple of property owners called in with questions, but none of them actively challenged the letter and we received universal compliance -- we didn't have to lien a single property. In most cases, the building owners just simply assumed that the business would take the signage when they moved out and forgot to follow up. A couple of building owners I spoke to were actually a little embarrassed that they didn't notice. :)

If the City of Dallas Planning Department is willing to do this for you, I have a feeling that you may get close to the same level of compliance.
I just had a quick question that I hope you could offer some guidance on. Dallas' downtown has a significant number of signs from old businesses that the previous owners have not yet taken down. I have spoken with Brian Dalton, the mayor,
and someone from the city about it, and they say that the business owners have been asked to take the signs down multiple times in some cases, but have not yet. I was wondering if you had any advice on how best to go about this, or if the only way is to for
the city to take more punitive measures. Any thoughts would be appreciated! Thanks so much.
