<p class="MsoNormal" style="margin-left:.5in;vertical-align:baseline"><i><span style="font-size:10.0pt;font-family:"Arial",sans-serif;color:black">A. Abandoned Sign Removal. An owner of a sign shall remove the sign when it is abandoned.<o:p></o:p></span></i></p>
<p class="MsoNormal" style="mso-margin-top-alt:0in;margin-right:0in;margin-bottom:12.0pt;margin-left:.5in;line-height:15.6pt;vertical-align:baseline">
<i><span style="font-size:10.0pt;font-family:"Arial",sans-serif;color:black">B. Ordering the Removal of Abandoned Signs. The community development director or building official may order the removal of abandoned signs in the same manner as provided in SMC <a href="http://www.codepublishing.com/OR/Silverton/Silverton15/Silverton1516.html#15.16.720"><span style="color:#6C472D">15.16.720</span></a>,
and the procedures for requesting a hearing, and the decision issued, shall be as set forth therein.<o:p></o:p></span></i></p>
<p class="MsoNormal" style="mso-margin-top-alt:0in;margin-right:0in;margin-bottom:12.0pt;margin-left:.5in;line-height:15.6pt;vertical-align:baseline">
<i><span style="font-size:10.0pt;font-family:"Arial",sans-serif;color:black">C. Abandonment of a Sign. Abandonment of a sign shall be made when it is shown that:<o:p></o:p></span></i></p>
<p class="MsoNormal" style="mso-margin-top-alt:0in;margin-right:0in;margin-bottom:12.0pt;margin-left:63.6pt;line-height:15.6pt;vertical-align:baseline">
<i><span style="font-size:10.0pt;font-family:"Arial",sans-serif;color:black">1. The sign is no longer used by the person or business that constructed the sign or the property where the sign is located is no longer being used for the purpose identified on the
sign. The sign owner may rebut the determination of abandonment upon showing that a reasonable effort is under way to continue the use of the property or sign;<o:p></o:p></span></i></p>
<p class="MsoNormal" style="mso-margin-top-alt:0in;margin-right:0in;margin-bottom:12.0pt;margin-left:63.6pt;line-height:15.6pt;vertical-align:baseline">
<i><span style="font-size:10.0pt;font-family:"Arial",sans-serif;color:black">2. The sign has been damaged, and repairs and restoration are not started within 90 days of the date the sign was damaged, or are not diligently pursued, once started.<o:p></o:p></span></i></p>
<p class="MsoNormal" style="mso-margin-top-alt:0in;margin-right:0in;margin-bottom:12.0pt;margin-left:.5in;line-height:15.6pt;vertical-align:baseline">
<i><span style="font-size:10.0pt;font-family:"Arial",sans-serif;color:black">D. Sign Owner Responsible. Costs, as determined by SMC <a href="http://www.codepublishing.com/OR/Silverton/Silverton15/Silverton1516.html#15.16.700"><span style="color:#6C472D">15.16.700</span></a>,
shall be the responsibility of the sign owner and the person responsible for the placement of the sign, collectively and individually. When payment of enforcement or other fees related to this chapter are not made in a timely manner, then these costs shall
be made as a lien</span></i><span style="font-size:10.0pt;font-family:"Arial",sans-serif;color:black"> against the land or premises on which such sign is located, and may be collected or foreclosed in the same manner as liens otherwise entered in the liens
docket of the city. (Ord. 09-04 § 2, 2009)<o:p></o:p></span></p>

<p class="MsoNormal">I just had a quick question that I hope you could offer some guidance on. Dallas' downtown has a significant number of signs from old businesses that the previous owners have not yet taken down. I have spoken with Brian Dalton, the mayor,
and someone from the city about it, and they say that the business owners have been asked to take the signs down multiple times in some cases, but have not yet. I was wondering if you had any advice on how best to go about this, or if the only way is to for
