<p class="MsoNormal">We’ve been processing the public pushback of this as the new highway project designs have begun to be implemented. As you might imagine, there has been a good amount of public disgruntlement about loss of spaces. However, the safety issue
is legitimate and real. Our Chief of Police has been very vocal about his position in support of the increased visibility and safety, and we have spent a LOT of energy putting a positive spin on the whole situation and pointing out the good things that have
come of the whole situation. We have also worked closely with the City to develop a temporary parking plan that increases spaces in lots and on side streets and includes bright branded signage that directs people to off-Main parking opportunities. The City
of Tillamook also has some fairly progressive parking regulations in the Town Center Overlay Zone that don’t allow for resident or employee parking, and we have been very active in increasing awareness about those laws.

<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">One of the things that we’ve started to see after a year of adapting to parking loss is that the increased use of off-Main lots has coincided with some revitalization investment by businesses on those blocks, and there has been increased
pedestrian circulation and growth in the footprint that the community identifies as “downtown.”

<p class="MsoNormal">Loss of parking is definitely conflict-rousing and unpopular, but it’s not apocalyptic. Those buffer spaces offer a ton of interesting opportunities for non-parking uses. What does your community development department think? It could be
a great opportunity to do some creative placemaking- it would be awesome if you had progressive planning leadership to partner with on ideas. We’ve been lucky to have a very open minded City Council and Urban Renewal Agency- hopefully you also have some institutional
support for creative ideas. <o:p></o:p></p>

<p>The rule assures safety to pedestrians and is based on ADA standards. It is very difficult to see or be seen from a wheel chair! This is one of the reasons for the"bumpouts" also.<o:p></o:p></p>

The City of Astoria has been made aware of an Oregon State statute requiring that there are ZERO parking spaces within 20 feet of a crosswalk. Astoria is not currently in compliance with this statute, nor is any other municipality that we can find.<br>
<br>
Coming into compliance would cost us about 10% of our downtown parking, as well as $80-$100k to restripe etc.<br>
<br>
What we want to know is:<br>
Does your city follow this ordinance?<br>
Would you rather come into compliance or have the statute removed from the books?<br>
Anything else you'd like to add?<br>
<br>
We've waited several months before sending this out to the list, as we did not want to be responsible for serving notice to communities about this faulty statute. For ADHDA, we've taken that stance that we'd like to remove the statute over compliance. However,
the City has asked me to reach out to my colleagues about this situation, and here I am.<br>
