She has served as the executive of DCA for 25 years and has been a major part of the efforts to build a strong and healthy downtown. Not only that, Joan (along with Patti Webb, the former executive director in McMinnville) was instrumental in maintaining a main street presence in Oregon when there was a gap between having a statewide program.
