I recommend you ask someone about where the number is coming from. I<br>
suspect that it is coming from the Building Code, there are specific<br>
provisions in the Oregon Building Code which deals with the cost of a<br>
building renovation and when the required upgrades kick in. <br>

Hello All, <br>

Here in Astoria we're looking at codes affecting the water front in our<br>
urban core. A proposal put to our planning commission includes a provision<br>
that would require historic property owners to fully bring a building up to<br>
code if they spend more than a certain percentage of value on a project.<br>
Does anyone else have code like this? <br>
<br>
Portland is the only town I know of that has a spending threshold that<br>
triggers a full code update. I believe it is 25% of the building's value. <br>
<br>
