<p class="MsoNormal">I wonder if they are referencing CDBG (Community Development Block Grant) funds? These are federal dollars that are distributed directly to “entitlement” cities and the rest to the state.

<p class="MsoNormal">In Oregon, the following receive direct funds through a specified formula developed by HUD:
<o:p></o:p></p>
<p class="MsoNormal"><i>Oregon tribes, urban cities (Albany, Ashland, Beaverton, Bend, Corvallis, Eugene, Grants Pass, Gresham, Hillsboro, Medford, Portland, Redmond, Salem, and Springfield), and counties (Clackamas, Multnomah, Washington).<o:p></o:p></i></p>
<p class="MsoNormal"><o:p> </o:p></p>
<p class="MsoNormal">The rest of the cities must compete for funds allocated to the state and managed through IFA in Business Oregon. J<o:p></o:p></p>

<p class="MsoNormal">As a side note, Business Oregon is accepting comments on the proposed method of distribution for the next round. This is something they are periodically required to do.
