<p class="x_MsoNormal"><span style="font-size:11.0pt">Good afternoon, all. Hopefully you’ve all had a chance to look at the results of the Main Street America survey (attached) which some of you and hopefully many of your businesses participated in. The results
are sobering, but certainly helpful in at least understanding the baseline from which we’ll be working for the foreseeable future.

<p class="x_MsoNormal"><span style="font-size:11.0pt">I delivered the report to our local elected officials because I think it’s useful information as they deliberate policy, and because it’s an opportunity to advocate and make sure they are thinking about
Main Street and specifically our organizations as they start putting together response/recovery plans.

<p class="x_MsoNormal"><span style="font-size:11.0pt">As I was sitting at my desk something stirred a thought in my mind that maybe I should share this with the rest of you and encourage you to take the lead with your elected officials and do the same … I don’t
know, maybe it was a random phone call that I received while I was sitting here? Anyway, I’m sure our OMS staff in Salem would be proud of us for advocating this way – but you know, they have to be careful about crossing certain lines. So, I’m passing it along

<p class="x_MsoNormal"><span style="font-size:11.0pt">I know none of you has a lack of important reading material at the moment, but I would encourage you to review the attached findings and policy implications from a survey recently conducted by Main Street
America. This report summarizes the current impact of COVID-19 on small businesses across the country, and will be very useful to you as you work with your colleagues and your constituents in preparing and executing immediate and longer-term response & recovery
efforts.</span></p>
<p class="x_MsoNormal"><span style="font-size:11.0pt"> </span></p>
<p class="x_MsoNormal"><span style="font-size:11.0pt">While this report includes data from across the nation, OPRD’s Oregon Main Street staff and managers of Oregon Main Street programs around the state promoted it widely so there is representation from our
state and our region. The methodology is included in the report, but I would highlight that greater than 90% of the respondents had fewer than 20 employees, and 65.5% had fewer than five employees. Also, 40% of the small businesses represented operate in towns
fewer than 10,000 residents. Given our experience and engagement with other local partners in the past few weeks, the data in this report is representative of the experience in our region.
