<p class="MsoNormal"><b><u>Economic Development Administration ARPA Grant Opportunities</u></b>:<o:p></o:p></p>

<li class="MsoListParagraph" style="margin-left:2.75pt;mso-list:l1 level1 lfo2">Attached is a chart of the new and expanded EDA funding opportunities. This is a handy overview. I sat in on a webinar last week. It seems like the ones that most closely align
with main street are the Travel, Tourism, and Outdoor Recreation and the Economic Adjustment Assistance.
<o:p></o:p></li><ul style="margin-top:0in" type="circle">
<li class="MsoListParagraph" style="margin-left:2.75pt;mso-list:l1 level2 lfo2">The Travel, Tourism, and Outdoor Recreation grants have two components – non-competitive, direct state allocations to each state ( $510 Million) and competitive, challenge grants
for all local communities ($240 million). <o:p></o:p></li><li class="MsoListParagraph" style="margin-left:2.75pt;mso-list:l1 level2 lfo2">The Economic Adjustment Assistance program is for investment in infrastructure, technical assistance, planning, and revolving loan programs through competitive grants available
to every community.<o:p></o:p></li></ul>
<li class="MsoListParagraph" style="margin-left:2.75pt;mso-list:l1 level1 lfo2">One message that stuck with me is that they are looking for proposals that think bigger and bolder and can build on what’s already working.<o:p></o:p></li><li class="MsoListParagraph" style="margin-left:2.75pt;mso-list:l1 level1 lfo2">There is one other bucket of funding, Build Back Better, that is broken into two phases. This bucket is looking at regional growth clusters (e.g., service cluster, manufacturing
cluster, ag-tech cluster, etc.) to encourage growth of a unique cluster. Something to pay attention to if your region has already had some conversations about collaborative efforts.<o:p></o:p></li></ul>

<li class="MsoListParagraph" style="margin-left:0in;mso-list:l0 level1 lfo1"><b>Rural Energy for America Program Loans & Grants</b> (REAP): USDA Deputy Under Secretary for Rural Development Justin Maxson today announced that the department is accepting applications
for loan guarantees and grants for renewable energy systems; and to make energy efficiency improvements, conduct energy audits and provide development assistance. Funds are being made available under the Rural Energy for America Program (REAP). USDA is seeking
applications for Fiscal Year 2022 funding. The deadlines to apply for grants are Oct. 31, 2021, and March 31, 2022. Applications for technical assistance grants are due Jan. 31, 2022. Applications for loan guarantees are accepted year-round.<o:p></o:p></li><ul style="margin-top:0in" type="circle">
<li class="MsoListParagraph" style="margin-left:0in;mso-list:l0 level2 lfo1">Agricultural producers and rural small businesses are eligible applicants for loan guarantees and grants for renewable energy systems and to make energy efficiency improvements.<o:p></o:p></li><li class="MsoListParagraph" style="margin-left:0in;mso-list:l0 level2 lfo1">State and local governments, federally-recognized tribes, land-grant colleges or universities or other institutions of higher education, rural electric cooperatives, public power entities,
and Resource Conservation & Development Councils (as defined in 16 USC §3451) are eligible applicants for grants to conduct energy audits and provide development assistance.
