TO: HR Directors and Agency Executive and Management Service Employees
You may or may not have read the newspaper about State bargaining. The
coverage has centered on the State's budget and on our bargaining
efforts with SEIU.
The SEIU and State will continue to bargain over the terms and
conditions of the 2009-2011 CBA that includes discussing pay freezes,
furlough days and other language issues. Coalition Teams are meeting or
will soon meet to begin negotiations over agency specific articles.
At the Central table, we have a number of issues that we are close to
resolving but certainly those that have economical impacts will take
additional sessions to sort out and reach a mutual resolve.
Specifically, the increase in the number of unpaid furlough days and the
timing of those days are of great concern to the Union. We have stated
that we are willing to discuss modifying the dates but were unable to do
so because of the reaction to the proposal on Monday and the Union
interest in canceling the remainder of last Monday's session and the
scheduled bargaining session the next day, Tuesday February 24. We
understand that it will take additional time to reach agreement over any
planned furlough days and the affect that it may have on employees who
may face financial impact when taking unpaid time and freeze in pay
where steps remain on their classifications pay range in 09-11.
We are aware that the employees may be organizing events in your
offices. To alert you of the potential activities, you may have
received a communication from your agency's director or designee asking
that should there be work site demonstrations or requests to meet with
you that you refrain from discussing bargaining positions. We
appreciate your efforts in this regard.
We are scheduled to reconvene negotiations on March 9 and 10 to continue
negotiating over the open articles. We anticipate continuing to discuss
proposals that include pay freezes and furlough of employees. We will
try to provide updates on the status of negotiations as often as
possible rather than you reading it in the news releases.
