There are multiple positions that list 9 (other) as a TEMP REASON. DAS and SEIU need to know what the "9" (other) means to you. The correct designation for the SEIU represented employees is critical to ensure we comply with Article 51 when LD appointments end. As you know, there are different rights for LD appointments for workload (bumping) and non workload (recall list) under Article 51. Please review the list, identify those positions in your agency and let us know what the "9" code means to you and whether the reason code is changed by February 19. The request is a continuation of an SEIU interest in paperless communication where feasible. In summary, Section 13 includes the provision for "Official Union delegates and members of the SEIU Local 503, OPEU, Board of Directors" to be granted use of appropriate employee accrued leave with pay or leave without pay to attend the Union's biennial General Council." Section 13 requires Union to notify each Agency requesting the release of the affected employees at least thirty (30) days in advance of the date of the General Council. In emergency situations where the union is unable to provide 30 days advance notice, delegates and board members shall be granted the leave, unless the agency will suffer undue hardship by granting the leave. SEIU has asked whether the LRU would agree to change the contractual practice by accepting, on behalf of the State, an electronic transmittal of a single Excel list of all agencies' employees designated to attend the General Council. Your agency's designee would review the list and notify the supervisor to release the employee pursuant to the CBA. If there are any changes to an agency's list, SEIU will send a correction notice to the affected agency. In considering SEIU's request and to avoid e-mail transmission problems, we would provide agencies the notice with a web page link to access the list, rather than sending each agency the list via e-mail. If LRU were to agree to this change, let me know if you have concerns about the electronic transmittal by Wednesday, February 10, 2010.
