Article 26, Section 3(d) Bilingual; Section 5 Shift Differential The management team is preparing responses to the SEIU proposals. To assist us we are asking for data about assignment of work and work schedules to temporary employees that may influence whether Bilingual and Shift Differential should apply to temporary employees who specifically meets the eligibility criteria. Attached are two reports 1) agencies that paid shift differential during April 2010 through March 31, 2011 and 2) temporary employees as of April 21, 2011. (E-mail Anna Sikel if you need a copy of this report.) Please review the report to determine whether your agency paid or if not on the list have paid non temporary employees shift differential per the CBA. The current list of temporary employees may assist in your research to inquire about whether they are working during the shift hours that qualify for shift differential. If temporary employees were added, what would the potential additional shift differential payment cost? In addition, please let us know if you hired temporary employees and assigned them bilingual work that meets the definition in the contract. If bilingual pay was negotiated, what would the potential additional payment cost to your agency? The costs may vary (up or down) depending on the number of temporary employees hired throughout the biennium. So, we appreciate the estimations. Please reply to Anna.Sikel at state.or.us by April 28, 2011. We are scheduled to discuss economic proposals on May 2 and May 3. Thank you for your assistance in this regard. Eva M.
