[OPEUreppms] Proposed Change to Article 51

The SEIU Management Central Table team is considering proposing a change
to Article 51 which would allow for layoff bumping rights to all limited
duration employees after 24 months. This would provide an increase from
17 to 24 months for workload and provide layoff rights pursuant to
Article 70 to non-workload appointment with 24 continuous months.
Currently non-workload new hires are placed on a recall list after 2
years of continuous employment. Please review Article 51 and respond
with your comments to Anna.Sikel at state.or.us by Monday June 6, 2011.
