communications from SEIU representatives to employees. The SEIU representatives
are trying to organize employee delegates to meet with the highest level
managers in their work sites to tell them what they think of (the state’s)
proposal and asking management to relay employee thoughts to their Director or agency
heads. This effort may occur on site with management or by telephone during
