to Article 10 – Union Rights, Section 13.<font color=blue><span
style='color:blue'> </span></font> The request is a continuation of an
SEIU interest in paperless communication where feasible.<o:p></o:p></span></font></p>

<p class=MsoNormal><font size=2 face=Arial><span style='font-size:10.0pt;
font-family:Arial'>In summary, Section 13 includes the provision for
“Official Union delegates and members of the SEIU Local 503, OPEU, Board
of Directors” to be granted use of appropriate employee accrued leave
with pay or leave without pay to attend the Union’s biennial General
Council.”<font color=blue><span style='color:blue'> </span></font> Section
13 requires <st1:place w:st="on">Union</st1:place> to <b><u><span
style='font-weight:bold'>notify each Agency</span></u></b> requesting the
release of the affected employees at least thirty (30) days in advance of the
date of the General Council.<font color=blue><span style='color:blue'> </span></font>In
emergency situations where the union is unable to provide 30 days advance
notice,<font color=blue><span style='color:blue'> </span></font>delegates and
board members shall be granted the leave,<font color=blue><span
style='color:blue'> </span></font>unless the agency will suffer undue hardship
by granting the leave.<o:p></o:p></span></font></p>

font-family:Arial'>SEIU has asked whether the LRU would agree to change the
contractual<font color=blue><span style='color:blue'> </span></font>practice by
accepting, on behalf of the State, an electronic transmittal of a single Excel
list of all agencies’ employees designated to attend the General Council.<font
color=blue><span style='color:blue'> </span></font> Your agency’s
designee would review the list and notify the supervisor to release the
employee pursuant to the CBA.<font color=blue><span style='color:blue'> </span></font> If
there are any changes to an agency’s list, SEIU will send a<font
color=blue><span style='color:blue'> </span></font>correction notice to the
affected agency. <o:p></o:p></span></font></p>
