As a suggestion, you might use the method that I do.

When I recommend that someone contact the Archives Reference Dept. by
e-mail, I tell them to use the Reference Service web page at:
http://arcweb.sos.state.or.us/reference.html

That way, they can see the rules and charges for their help.
