It is my understanding that adult Oregon adoptees(21 years) now have the
right to request and receive a copy of their original birth certificate.
Their files might be obtained by filing a request for it with the
appropriate agency or Vital Stats.  They are then placed on a waiting list.

Adoptee Birth Certificates Opened
Ballot Measure 58, requiring issuing copy of original Oregon birth
certificate to adopted persons, was proposed by initiative petition and was
approved by the voters at the regular general election on November 3, 1998.
This act became law December 3, 1998. The adopted person must be 21 years of
age or older and be born in the State of Oregon.
