Consult someone in the documents section of a local museum or historical
society to find out who locally does document conservation and restoration work.
If the certificates are worth preserving and/or displaying (and it sounds like
they are), you may want to have tape (and glue residue) removed before it
further damages the paper. Aside from the recomendation to use acid-free paper
for backing, matting, etc.; it is also important to use glass that protects
from ultraviolet light. A knowledgeable individual can determine the kind of
paper; inks used, etc. and recommend the best process for stabilizing and/or
restoring.
