such railroad was never built. I used to live south of Catherine Creek 
and I can assure no such road was ever built all the way to
Eagle Valley (that's Richland) and Pine Valley (that's Halfway).

I don't recall seeing any tracks around Tollgate.

There was Eagle Valley RailRoad running from Baker City to Richland
for a time.

Union Pacific has tracks from Baker City through North Powder, through
Union, to La Grande.
