In answer to part of your question.  The Bureau of Indian Affairs did
"census" of the inhabitants of the various reservations for particular
periods of time.  Checking the National Archives website for records
groups associated with Native Americans would be a good first step,  in
particular the BIA records.  Here at the Oregon State Archives we have
the following microfilm records that can be researched.

Reservation and of Modoc County), 1934-1939

Salem (Indians of Grande Ronde and Siletz Reservations, and
Non-Reservation Indians), 1933-1939

Salem (Indians of Grande Ronde and Siletz Reservation and Non-
Reservation Indians), 1926-1932

Siletz, 1885-1908, 1909-1925

Umatilla (Cayuse, Umatilla, and Walla Walla Indians), 1886-1894, 1896,
1898-1905, 1910-1939

Warm Springs (Warm Springs, John Day, Paiute, Tenino, Wasco and Other
Indians), 1886-1891, 1895, 1897-1911, 1913-1939

There are some records of Native Americans who served as scouts
or"hunters" with the military during several of the Indian Wars.  These
are pretty limited in number and would reflect only Oregon Military
Department records (e.g. militia and national guard units, not regular
US army units.)  There are numerous reels of microfilm for the Oregon
Indian Superintendency that are available here at the archives as well,
they are not indexed so you have to be pretty dedicated in your
research.
