The birth certs may be in the Archives -- if not there, the county where the person was born.
In the 40s a whole bunch of people born before the recording started got "delayed birth certificates" -- a
great resource because frequently someone has to attest that the person was actually born where s/he said,
and to what parents, etc.
My grandmother, however, still got her mother's birthplace wrong!
Also, my grandmother was born in Lincoln County, but at the time it was Benton County, so be careful
there.
I got mine, my father's, sister's, and brother's (all after 1903) from:

They are certified, and cost a bit -- ok, a lot more than a trip to the archives -- I'd check the archives
for your grandparents.
Oh, same for the death certs:

Subject: [or-roots] Oregon birth records
I made a trip to the Oregon State archives friday and got copies of some death certificates and some
marriage certificates. I wanted to get some Oregon birth certificates but was told they did not have any.
They also said that Oregon did not start recording births until 1903 and that there may also be "delayed"
birth records.
Where is the best place to get copies (not official) of birth certificates for Oregon? I want to get my
parents (1926), grandparents (1890-1905).
Also, the only carry death certs up to 1954. where can I get death certs after that?
thanks
