The time frame you are looking at would be when the adoptions were
still being printed in the Oregon Session Laws. Counties were required
to report adoptions and name changes to the Secretary of State and they
were then printed in the biennial report of the Secretary. They stopped
printing the reports in 1919.
You could contact the Archives reference staff and request that they
check the volumes for the name you are looking for. There would be a
fee for doing the look up but it should be fairly minimal as they can
check the volumes rather quickly.

If the name is found in the volumes you could then make a request to
the circuit court in the county where the adoption occurred to access
the actual case file. Each county handles these request slightly
differently.

of my mother who was most likely put up for adoption when her mother
