Kelly Butte was an underground Bomb Shelter for the Civil Defense office in
Portland.  It was then turned into the 911 center for police and many years
later fire and ems as well.

I have been told by family members that there was a Kelly Butte Correctional
Institution in Oregon.  I do not know where it was geographically nor do I
know the years of operation.  When I went to the archives in Salem the
people working there had never heard of it and could find no record of it. 
I have been told also that my father, now deceased, was incarcerated there. 
His name was Merle Elvin Brown.  Born March 1901 in Fossil Oregon.  He was
also known as Jack Brown.  Any help would be appreciated.
