I would say it depends on what information you are looking for. You can look online to see what files the Archives in Salem have that you might be interested in. They also have a very cool option that will tell you where information is held at even if it isn't at the Archives. For example my grandparents grew up in Washington county, it lists what files they have for that county but also what information they don't have; say the Washington County Historical Museum. You could also see if the Portland Museum lists their information online.

If you had a choice of where to go to find the best information on Yamhill
County / Oregon, would you go to the Oregon Historical Society in Portland,
or to the Salem archives?
The distance is about the same either way.
