[or-roots] Census snafu

Once again proof that just because the person you are looking for is not in
the Census index, under the name you know that person by, or variations, you
still might find them.

I was looking for Dewey's Uncle-in-law Louis Whiting in the 1860 WI Census
on Heritage Quest with no luck, I decided as a last gasp to try a neighbor;
Frank Atwood who was a couple doors away in 1870. Maybe I should run out and
get a lottery ticket because I couldn't have made a better pick to look for
since he was living with Amos' family in 1860.

Now for the snafu part, the surname is Whitney in 1860, but Louis and his
brother Herbert are an exact match and my goal of finding out for sure how
the mother's given name was spelled was stymied in 1860 as she seems to be
Alvina in 1860 though she looks to be Algina in 1870 and 1900 and I haven't
found her in 1880 yet. So I go back to the index and look for Amos Whitney
and finally find him listed as born in Mississippi.
