Neith Walla Walla nor Umatilla County marriage records are online, especially in the time frame in which Dave and Vi married.
You could write to the county clerk in both  counties.  Umatilla County address is 216 SE 4th Pendleton,  97801.  The County records office telephone number is 541-278-6236.  I do not have Walla Walla.
 Of course you could ask your grandmother, she is living at Juniper House here in Pendleton.

    Where can I go to search for marriage license for my grandparents, David Diggins and Viola Jamison?  Not sure if they were married in Milton-Freewater or Walla Walla.
