I think it exists as an unincorporated community as in the community has
a mailing address of Estacada, but if you were to mention Springwater,
locals (and those who know about its existence) would know to what area
you were referring. Googling +springwater +oregon brings up a lot of
references, including a Springwater Cemetery.
