If you are looking for a person from Oregon you could try searching the
Oregon State Archives online index at: 

http://genealogy.state.or.us

It includes a large number of records related to World War 1 veterans
who went into the service from Oregon.  The state designated a War
Historian and she was responsible for gathering information on
Oregonians who served during the War. There are also some Oregon
Military Department enlistment records which might include some men who
went from the "national guard" into regular military service.
