Judy --

If in Portland, much better to go to the State records office just east
of the Convention Center, where there is minimal waiting while they
process your request -- exact address online -- the sister-in-law would
have to do this, as under fifty year old death certs are not released to
the general public (I think that how it is), or order from one of those
online services for just a bit more.

Actually, the wife should be able to get a copy of the death cert from
the funeral home, or at least see the copy they should have. Lincoln
Memorial would be able to help with the funeral home name, and maybe
much more -- just depends, but you have to ask them, first.

And yes, it does seem odd and sends up lots of red flags that the wife
does not know where he died (it was only a couple years ago), and, if he
is the husband of your sister-in-law, wouldn't he be your brother? Then
you are family and could get this info, too. Again, odd you don't know
this ... something you aren't telling? In genealogical circles, the
more detail you give, generally it leads to more help.

Is this Bill Scott, as in "Bill Scott Racing"? Naw ... Nor the Bill
Scott of Silicone Valley fame, I suppose ...
