No.
New FamilySearch is already out but restricted to LDS members only with
a few non-members allowed in for reasons known to the administrators.
If you live in any area outside of Utah, you should have easy access,
otherwise it's not ready for the general LDS membership, limited to
consultants and certain others.
You are referring to "Record Search" and FamilySearch Indexing ("FSI" is
open to anyone who is not even a member of LDS to volunteer to index)
about the papers being digitalized. Anyone can go to
http://pilot.familysearch.org to see the records.
That is two completely different parts of "FamilySearch"

Last winter I was able to participate in testing and record indexing and will do so again this winter as time allows. Some of the program enhancements have passed into the regular program but I've been out of the loop and don't know much else. Testing (and I guess access) is only going on in a few parts of the country last I heard. This summer I went on a tour of the climate control section of our state archives and got to see the process involved in getting paper records digitized. It was fascinating but I don't think I could handle windowless rooms to do it.
