Remember that reporting of deaths to the state was spotty even in the 1915 - 1919 time frame.  If it is not in the Oregon Death Index, there was probably no death certificate filed with the state.  



If it was a child, there might have been a notice in the newspaper but not necessarily an obituary.  It could be as simple as "The daughter of Mr. & Mrs. Hardwick died yesterday."

Don't forget the Oregon Death Index which covers the years 1903 - 1998. It is available on Ancestry.com. and also at the Archives. I checked, however, and there were 90 Hardwicks but no Verna or anything close.

What if all you know is the child's name and where she was buried but 
not the actual death date which was sometime between 1915 and 1919?

Dear Rooters, 

Just want to remind folks that you can receive copies of death 
certificates that are more than 50 years old from the Reference Unit 
here at the State Archives.  We have just received the records from 1959 
and opened them to researchers as of Monday the 4th. 

You can send an email request to the reference desk at: 

reference.archives at state.or.us 

Cost for death certificates for in-state resident is $5.00, out-of state 
resident is $10.00 

Of course you are always welcome to visit in person and make a copy for 
.25 cents.
