I believe it was Torina Case that wrote that letter, based on the URL in the link; adn looking at the election results;

She shows up here as Secretary.
There seems to have been a bit of a dust up in the Klamath tribe last year with some pretty serious charges and so forth.  I couldn't get a clear picture of who might have been the "bad guys" from the info on the site;

I think you might be able to find a place where you could leave a message on the site; I didn't try it to determine if you actually have to be a tribe member.
