I wasn't able to find a source for the material, but I was able to find a copy of the original webpage on the Wayback machine here:
http://web.archive.org/web/20030622133446/http://www.geocities.com/Heartland/3955/palatine.htm
The author was Kraig W. Ruckel, but I wasn't able to find any recent information on him. I did find another source for information,Palatine German Immigration & Genealogy[http://www.olivetreegenealogy.com/palatines/index.shtml] with someone who may be able to help you identify where Kraig sourced his information.

Subject: [or-roots] Palatines
Does anyone know the actual origins of this almost seemingly "boiler plate" quote that appears all over the internet, occasionally ascribed to the obsolete website http://www.geocities.com/Heartland/3955/palatine.htm and never listed with an actual Source?
" The winter of 1708-1709 was very long and cold in the Rhineland. It was a very bleak period ... "
How's that for a change of Subject?
