[or-roots] World geography question

I thought I was pretty good on this subject, but researching some in-laws of distant cousins in New Hampshire I ran across a reference that puzzles me.
It is a birth place listing (actually under residence but since I believe both he and his wife are gone by 1891 I assume it is birthplace) and it looks like it says "Hatley P. 2" except the "2" has a period after it (maybe?)which means it might be a Q.
In the 1860 census his birth is listed as Lower Canada (I think) and in 1850 as New Hampshire just to confuse things.
Going to Google earth I find Hatley in an administrative district that appears to be analogous to our counties (Memphremagog) which is just barely in Canada in the corner where NH and Vermont and Quebec all meet, but what I am curious about is in the GE listing, there seems to be another administrative level (or 2) between Memphremagog and Quebec. Specifically it is listed; Hatley, QC J0B, Canada
Maybe the Q is Quebec, but what the heck is JOB
