[or-roots] Progress report on 1940 census

Whoot-hoot! Found grandpa and... FOUND MYSELF. I didn't expect
this, but I guess we had not moved to Portland before the census was
taken. I'm there in Waldport, age four. Thanks to all who gave
suggestions.
