[or-roots] Update report!!

Would this be because individuals or groups are downloading several 
batches at a time and then working on them one by one or trying to 
complete the larger batch before they upload them?  Thus they are not 
yet indexed but are not available for anyone else to download?

I was only downloading one batch at a time, finishing it and then 
getting another.

On the Family Search website they show Oregon as 61-80% complete.
