The State Archives has the statewide marriage returns from 1906-1910 and from 1946-1961. The Genealogical forum recently completed a project which fills in the gap in the statewide marriage index. The Archives does have these indexes available for research as do many other libraries around the state. You could contact the reference staff here at reference.archives at state.or.us<mailto:reference.archives at state.or.us> to request a search. Given that you do not have a precise date there would be a charge for research labor.
I agree with Denise that the divorce record may in fact contain the date and place of their marriage so if you have not already gotten those records it might be worth requesting copies. Again Denise's surmise about the divorce not being finalized from the earlier date might be the reason for the second later filing.

Hi Layne and everyone,
Are other years available for those marriage returns?
I don't seem to be able to find my father-in-law's first marriage. John Brewer Howard married Doris Unknown on unknown date. I can find two divorce records for them. I don't know why there are two records with two dates. I do know that John Brewer Howard married Nancy Anderson in Chicago, IL on Dec 15, 1947. Any ideas would be welcome.

To help you celebrate the New Year the 1961 Death Certificates, Marriage Returns and Divorce Returns are now available for public research.
These records maybe researched in person or if you have an exact date and county you may request a copy from the Reference staff for just $5.00 (Out-of-state residents $10.00) at;

If you have never used the marriage returns they contain useful information that is not found in the Marriage Records maintained by the county clerk. The returns include occupations of the parties, number of times previously married and information on parents.
