Appropriating money for the support of homeless, neglected and abused children, foundlings and indigent orphans under the age of 17 years cared for by benevolent and charitable institutions in Oregon; for the support of wayward girls, care of maternity and venereal cases; for aid of the Florence Crittendon Home at Portland; for securing and installing a safe in the office of the state treasurer; for premiums on surety bonds of clerks, etc., in the office of the state treasurer; for rebuilding, repairing and improving stock buildings on the grounds of the Oregon state fair at Salem, and declaring an emergency.Be It Enacted by the People of the State of Oregon:Section 1. The following sums, or so much thereof as may be necessary, and no more, are hereby appropriated out of the moneys in the general fund in the state treasury, not otherwise appropriated, for the several objects and purposes hereinafter named for the two years commencing on the first day of
 January, 1919, and ending on the thirty-first day of December, 1920, viz:For the support of homeless, neglected and abused children, foundlings, and indigent orphans, under the age of seventeen years, now cared for or who may hereafter be cared for by benevolent or charitable institutions in this state, under and pursuant to the provisions of chapter 300, general laws of Oregon 1913, and acts amendatory thereof, in addition to the amount appropriated under chapter 202, general laws of Oregon 1919, for such purposes ........................................................ ..$33,500.00 For the support of wayward girls between the ages ~ of twelve and eighteen years, and care of maternity and venereal cases under the age of twentyone years by charitable or corrective institutionsreceiving state aid under the provisions of chapter 362, general laws of Oregon 1913, and actsamendatory thereon in addition to the amountappropriated under chapter 202, general
 laws ofOregon 1919, for such purposes .......................... -- 7,000.00 For aid of Florence Crittendon home at Portland,Oregon, one-fourth (1/-.) payable quarterly on thelast day of March, June, September and December in the year 1920, upon the execution and filing in the office of the secretary of state of dulyverified vouchers therefor as required by law, inaddition to the amount appropriated under chapter 400, general laws of Oregon 1919, for the aidof such institution __________________________________________________ __ 2,000.00
 For the purchase and installation of an adequateand appropriate safe in the office of the statetreasurer ................................................................ .. 5,000.00 For the. payment of premiums on surety bonds ofclerks and employes in the office of the statetreasurer and for payment of premiums on burglary, robbery and hold-up insurance in the officeof the state treasurer ............................................ .. 500.00 For the purpose of aiding in the rebuilding, repairing and improving stock buildings on the groundsof the Oregon state fair at Salem, includingmaterials and labor necessary in performing the 'same ....... ............................................................... ._ 10,000.00Section 2. The secretary of state is hereby authorized and directed to audit all duly approved claims which have been incurred in pursuance of law and the foregoing appropriations and to draw his warrants on the state treasurer in payment
 thereof, out of the respective appropriations from which the same may be determined or directed to be payable.Section 3. It is hereby adjudged and declared that existing conditions are such that this act is necessary for the immediate preservation of the public peace, health and safety; and, owing to the urgent necessity of maintaining the public credit, an emergency is hereby declared to exist, and this act shall take effect and be in full force and effect from and after its approval by the governor.Approved by the governor January 20, 1920. Filed in the office of the secretary of state January 21, 1920.
