Yes! the Salmon is in Idaho, I also found in the Census a Frank Elder in 

Grant County Oregon that I let Diane know of.

There was an article in Oregonian Fri., 12 March 1976  (genealogy bank paid site).  It is talking about Frank Elder, a Forest Service Ramger from the Middle Fork of the Salmon River primative area.  When I googled this, it looks like part may be in ID. 
On another google site it has under Biblography  &)  Indianola Ditrict, Salmon National Forest,  Frank S. Elder  ( A History of the Salmon National Forest).  If this is the right gentleman, this may be why he would want to be buried at Paisley, OR.  I can't pull up the right yr. of newspapers for ID. though.  Thanks,  Laura
