[or-roots] 100 Year Rule Waivers for Oregon Birth Certificates

I have a general question about waivers for birth certificates. 



I have one aunt and two uncles (twins) who were born in 1915 and 1918 respectively. 



All three individuals died childless. As their nephew, I am the closing living relative. 



Whom do I apply to and how do I go about applying for a waiver to the 100 year rule for an Oregon Birth Certificate from a non-descendant individual.
