The Roseburg Library http://dclibrary.us/
They have a nice room with microfilm cabinets and a reader. I can’t recall if it made copies as I was transcribing.
Also the Douglas County Genealogy group has some in files, clipped. I don’t know if it is complete but they might have the 1990’s in their card file.

I have a lot of relatives in Douglas County so I’ve been to Roseburg many times for research.
