The 1940 census of Prineville, Crook County, gives her as the daughter of Arthur R and Altha Bowman. Sister is Flora Jean, age 23.

The 1930 census of Prineville has R Elain Bowman age 11, Flora is 13

The 1920 census of Prineville has Rea Elaine, 10/12

 

Based on this, I suggest she was born in Prineville. It appears that they were living at 522 East 7th Street. Arthur was an abstractor in an office.
