One place to check for births in Oregon is the OR State Archives index of
delayed birth certificates - it is online and a quick check that sometimes
reveals births that occurred at home. http://genealogy.state.or.us/
I believe Prineville had a newspaper that was pretty good at small town
details. That might be a good place to check but the newspapers aren't
indexed. Knight Library in Eugene has the best microfilm collection for
the State of Oregon but I believe the Oregon Historical Society in
Portland may have some newspaper microfilms also.
It is possible that the Library of Congress Newspaper may have something
helpful IF they have those years and that newspaper. Another good place
to check anyway. http://chroniclingamerica.loc.gov/ - you can limit a
search to a state and a range of years - more is being added to their
collection all the time and it is free!
Just a few ideas of places to check.
