If you are referring to the Pioneer and Settler Certificates, I got mine from the Oregon Genealogical Society in Eugene. I think the applications are available on their website. There was a $10 charge per certificate, but I didn't need to join the group. Of course, if you can join, and then get the certificates at no charge, that might be the way to go.

Wish the wvgs would use the rootsweb list that is maintained for them. 
I was going to go for my pioneer papers but they said we have to pay yearly dues to get those and belong to group. Was not sure why that is forced on pioneer people relations. 
Is this the archive or the library across from the capitol building?
