It looks as though the Oregon land grant came under the first Morrill Act,
so sometime in the 1860s.  This was after the DLCs, of course.

 

The question I had in reading your question, was "what land did Oregon
'reserve' for itself?" "What agreement did they have with the US Gov't upon
admission as a state?  I found a reference at Oregon.gov:

 

The act of Congress admitting Oregon to the Union in 1859 granted nearly 3.4
million acres of the new state's land "for the use of schools." The State
Land Board was established to oversee these "school lands" and has been the
trustee of the Common School Fund for more than 150 years.

 

Is this the land that was sold to support (now) OSU? You might start at 

http://www.oregon.gov/dsl/Pages/index.aspx

to see if you can identify the township/range information for those lands.

Are the records pertaining to the Oregon Land Grants for Oregon State
College available on-line?  The Chewaucan Valley down including south of
Valley Falls plus other areas in the county were part of this sale of those
lands.  

 

I am searching for a particular location and so far the only way I can find
any information is to go back through the books in the Court House date
wise, which is really slow going.  

 

The Title Office records for Lake County used to be in Lakeview, but they
were moved to Klamath Falls.  Too much money involved to do any research
that way.
