In 1859, the Oregon Admissions Act ceded to the state the 16th and 36th
section of every township for public school use (OL [Deady & Lane]
1843-1872, p.102, Section 4). Where these lands had been previously deeded,
the state was authorized to choose other public lands in lieu of these
lands. Income generated from this property formed the basis of the Common
School Fund. This trust fund was established by the Oregon Constitution in
order to support and maintain public schools. Other original fund assets
included money paid for exemptions from military service, money accrued to
the state from escheats and forfeitures, grants, gifts, bequests, 500,000
acres supplied to Oregon by an 1841 act of Congress and five percent of all
proceeds from the 
sale of federal land. Furthermore, the federal government granted Oregon
ownership of the beds and banks of all navigable waterways in the state
including ocean tidelands. Proceeds from the management of these natural
resources comprised the principal of the Common School Fund.

The Oregon Admissions Act also provided lands for the establishment of
institutions of higher education. This formed the foundation of the
Agricultural College (Oregon State University) Trust Fund and the University
of Oregon Trust Fund. Money accrued from investing assets was distributed
annually toward teachers' salaries at the schools. DSL still retains
oversight responsibility for these trust funds.

If I read Diane's question correctly, she is looking at land around
Chewaucan Valley, and of course the 16th and 36th section in every township
around there is a lot of looking!  If she is looking for property that was
"said to be" sold to support the college, or leased, or whatever, that's a
tall order. 

 

Valley Falls, in fact, is in T35S R 21E. The section it falls in is 31,
bordering 32, but just east of T35S R20E Section 36.

 

Maps, aren't they the greatest? I got the above sections from Google Earth
Pro and Google Maps.

I am not sure if the Morrill Act lands would have been treated separately
from the initial lands that were set aside when Oregon became a state.  The
Division of State Lands and the State Land Board are charged with managing
lands held by the state.  Here is a link to the finding aid for that

Some of these series are a challenge to use depending on what information
you have coming into the research.  I believe the Common School lands would
be different from those dedicated to the establishment of the "land grant"
University under the Morrill Act.  If the question Diane is trying to answer
actually relates to the University rather than the lands in proximity to the
University the OSU archives staff may in fact be able to provide the best
answer to the question.

It looks as though the Oregon land grant came under the first Morrill Act,
so sometime in the 1860s.  This was after the DLCs, of course.

 

The question I had in reading your question, was "what land did Oregon
'reserve' for itself?" "What agreement did they have with the US Gov't upon
admission as a state?  I found a reference at Oregon.gov:

 

The act of Congress admitting Oregon to the Union in 1859 granted nearly 3.4
million acres of the new state's land "for the use of schools." The State
Land Board was established to oversee these "school lands" and has been the
trustee of the Common School Fund for more than 150 years.

 

Is this the land that was sold to support (now) OSU? You might start at

to see if you can identify the township/range information for those lands.

Are the records pertaining to the Oregon Land Grants for Oregon State
College available on-line?  The Chewaucan Valley down including south of
Valley Falls plus other areas in the county were part of this sale of those
lands.  

 

I am searching for a particular location and so far the only way I can find
any information is to go back through the books in the Court House date
wise, which is really slow going.  

 

The Title Office records for Lake County used to be in Lakeview, but they
were moved to Klamath Falls.  Too much money involved to do any research
that way.
