As the bill summary states, this bill would permit the State Historical Resources Commission (SHRC) to recommend professional qualifications that one may use when engaging the services of a professional archaeologist. Given the irreplaceable nature of archaeological sites, it is crucial that excavations are conducted by appropriately trained professionals who follow state and national ethical standards. <U></U><U></U></SPAN></P>
<P class=MsoNormal><SPAN style="FONT-FAMILY: 'Arial','sans-serif'"><U></U><U></U></SPAN></P>
<P class=MsoNormal><SPAN style="FONT-FAMILY: 'Arial','sans-serif'">There is a national standard for work performed under federal laws, and a variety of local standards that are irregularly enforced, however there is no accepted statewide standard for archaeologists in California. The SHRC is the appropriate body in California to determine what constitutes an appropriately qualified professional archaeologist. Much of the archaeological work done in this state is conducted to comply with the California Environmental Quality Act, therefore this standard will assist local governments and others when acting as lead agency. <U></U><U></U></SPAN></P>
