<p class="MsoNormal"><b>Summary: </b>Serves as District Archeologist and resident authority on all archeology-related matters, and is solely responsible for coordinating investigations and determinations, and recommending preservation procedures. Incumbent
is responsible for factual accuracy of results, thoroughness of research, validity of interpretations, and soundness of technical decisions. Possesses overall knowledge and expertise regarding known and probable locations of archeological sites in the District.
Determines and directs methodology of procedures from inception to completion of project investigations. Responsible for studies of areas affected by Corps projects to determine archeological and historical significance and coordination of studies with other
interested Federal and state agencies and State Historic Preservation Officer (SHPO). Reviews data and techniques, and directs preparation of reports to identify and preserve areas of historical or archeological value in compliance with Federal laws and regulations.
Develops or directs development of scopes of work, cost estimates, and negotiation of service contracts for completing mission requirements in the cultural resources area. Incumbent performs the following representative duties. Responsible for developing
or overseeing the development of technical aspects for architect-engineer (A-E) service contracts at projects with possible historical or archeological significance. This may include tasks such as: scopes of work, government estimates, requests for proposals
and bids, evaluation of proposals, contract negotiations, and selection of potential contractors. After award of contract, provides technical supervision and management, and directs administrative compliance. Is responsible for thorough archeological investigations
of sites at proposed projects to assure archeological and historical values are identified and proper preservation procedures are followed and documented. Investigations undertaken by contractor requires incumbent's personal review of activities to assure
thoroughness of investigations. Conduct checkpoint evaluations of work progress as necessary and assures conformance with study requirements, regulations and laws. Reviews preliminary reports and approves final report. Summarizes findings for inclusion in
planning documents and environmental Impact Statements, and makes recommendations for necessary actions resulting from contract work, which may require developing new solutions to complex or novel archeological problems. Insures coordination of all archeological
and historical investigations with other Federal and state agencies, as well as other elements within the Portland District. Provides authoritative technical advice and assistance on cultural resources data to Section, Branch, and Division chiefs, legal office
and District Commander for studies, reports, and plans and specifications. Responsible for implementation of the Archeological Resources Protection Act (ARPA), in regard to the protection and development of significant historical, submerged and terrestrial
resources. Prepares documents for project inclusion in National Register of Historic Places, as determined as a result of investigations and recommendation of report. Prepares MOAs and MOUs as necessary to include plans for mitigation action. Prepares authoritative
and comprehensive reports based upon personal observations as well as analysis of a wide variety of data from related studies and research. Responsible for preparation of reports of findings to document the results of investigations for inclusion in environmental
Impact Assessments and Statements. Insures that documentation is prepared for Federal Project Scoping Documents, Project studies, and reconnaissance reports.<o:p></o:p></p>
