OFIT Status Report: NAIP 2009

 

The 2009 USDA - FSA NAIP Oregon statewide aerial imagery datasets were acquired by Aerial Services Inc., in the summer of 2009, and were captured via digital sensors as opposed to film based acquisitions in the 2005 NAIP flights.   The state of Oregon also desired a partnership buy up for a ½ meter product which would include a 4 Band (IR) product.  The aerial flights were flown at a somewhat lower altitude so that both ½ meter and 1 meter datasets could be derived. 

 

In November -December the USDA's APFO office in Salt Lake City delivered to the state of Oregon all 1 meter County Color Mosaics (CCMs) products.   Some of the CCM's have had to of been revised due to the following issues:

 

*	Shifting and alignment
*	Color contrast 
*	Missing data (black holes) in images
*	Blurred seams of adjacent images

 

APFO's office released late spring some updated/corrected CCM's for the following counties:

 

*	Baker
*	Harney
*	Malheur
*	Union

 

It is assumed that once all the 1 meter CCM's problems have been addressed then the final ½ meter imagery (Including 4th Band IR) products will be made available.  A final delivery date for the ½ meter product might be released sometime in summer of 2010.    Currently DAS's GEO office has received some ½ meter deliverables, however these datasets are provided as preliminary datasets used to check for errors much like that found in the 1 meter deliverables as described above.

 

Until all datasets are finalized  end users of the data need to understand that the current CCM's are an interim product released from the NAIP project and so it is not recommended to utilize the datasets into final map production until the QA/QC process has been completed and data has been verified as such.

 

The APFP office does have some online ArcGIS Services for the 2009 NAIP one meter datasets as well as a site on the Gulf Oil spill.  These services can be reached via ArcGIS's ArcCatalog.   I have noticed in the past that connecting to the site has been somewhat problematic and perhaps the site might be down for repairs.
